First you do
H2O - > H2 + O
and then you do
H2 + O -> H2O when burning the hydrogen.
Hydrogen must lose its Electron charge to use the 02 Moleclue... Then 2 H+ bind with 02 in the air to form H20. This is a "Air Battery"
You Extract Oxygen from the Air in a closed system. O2 is 17% of the Air you breath. Once it is used there is no more. This is a Closed system.
C02 Is Renewible because plants recycle the C and 02 is waste.
H2+02 is Rocket fule when they combine they combust and form H20
So...Hydrogen is extracted Hydrocarbons such as oil, coal and such, as a byproduct. In reality no "carbon credit" is gained. Fule is used and byproduce is sold to you. Thus you get screwed with higher fule cost, expensive cars, and Carbon taxes.

And you do know that the oxygen you breathe in will be breathed out as CO2 which the plants use to create O2 again, right?
Also we dont use all the oxygen we breathe, only a few percent will actually be used. And plants use CO2 as well as O2
