Anatoli Aleksandrov was designer of this RBMK-1000 reactor - which means "High Power Channel Type Reactor". It was old generation reactor type created in 1950s. Today, there are at least 12 RBMK reactors still operating in Russia and Lithuania, but there are no plans to build new RBMK type reactors.

I recently visited Chernobyl. I felt a sorrow never felt before . Over 70,000 lives changed forever instantly, and who nows how many more after. No visiting isnt ridiculously dangerous, just dont take the warnings lightly. And dont step on moss, highly radioactive .

Nothing would have happened. The test would not have proceeded and the reactor would have been at a stand-still until the experienced morning shift operators arrive. The reactor was due to be shut down for a routine overhaul anyway and the test was just added to make use of the occation.
The night shift would have faced major embarassment for failing to perform the test, possibly recinded bonuses. And in the extreme they could have gotten relocations to less attractive assignments.

I think that everybody, regardless of whether of they actually helped caused it or not were charged. Apparently one guy who tried to desperately stop the accident just before it happened got 14 years in prison. But he died 3 weeks after.
