Long time ago Perhaps during Roman or Greek times? Songs were simply fist as poems and such Then they added music with words, and thus singing is the way we know it today.

However, personally, I believe that punk evolved from anger and just being sick of all those social rules and bullshit. And in Germany in the 70's and early 80's, I'm very sure they had alot to be sick about.
I do agree with you that alot of U.S. musicians being influential. For example, Jazz, Blues and Rockabilly/Rock n Roll.
